VESSEL INSPECTION GUIDE. PROCEDURES, REGULATIONS AND DOCUMENTATION FOR THE PROCESSING OF CREW AND PASSENGERS ARRIVING IN THE UNITED STATES

The present document was issued by the United States CBP, i.e. Customs and Border protection, to serve as a guide providing all regulations and established procedures for the ships entering American waters. Though it is not actually intended as a comprehensive reflection of the regulations and laws governing entry to the US. It rather seeks to assist with proper identification of the issues considered significant to the maritime industry and list them in a logical manner.

The main objective of this guide is to promote the processing of all required forms as well as to ensure correct documentation and proper processing of the crew members and passengers; another goal is to reduce the fines. The content of the publication includes a comprehensive glossary of terminology used, many informative illustrations showing the forms, as well as the examples of the completed records.

The book starts with the arrival and departure manifests and entry requirements for the crew members, followed by the chapters devoted to the crew inspection and passengers, pre-inspection procedures, stowaways and private vessels, ferry operations and other important aspects that have to be addressed.

SHIPPING INDUSTRY GUIDANCE ON THE USE OF OILY WATER SEPARATORS

This nice and useful work by Urs Daniel Engels offers its readers a truly in-depth professional analysis of the Ship Recycling Convention which was adopted in Hong Kong in May 2009. The book is also intended to provide all interested people with a global overview of the rules applicable to the recycling of ships. The author of this volume has evaluated numerous proposals by EC that are addressing the current important problems of the recycling procedures.

The study performed by the author investigates the existing lack of ratifications of the above stated Convention from the economic and legal perspective. The first part of this book is mainly focusing on the history of the provision for entering into force of this Convention and the rationale that is behind it.

Taking into account that subject provision is providing a significant additional obstacle for subject Convention to become legally binding, the second part of the book focuses on the unilateral action in this field. The author also provides a very comprehensive overview of the associated legal environment of the legislation, which is then followed by a thorough analysis and professional evaluation of numerous reasonable proposals by the EC attempting to tackle the existing problems of ship recycling procedures...​

KR GUIDELINES FOR APPLICATION OF BALLAST WATER TREATMENT SYSTEMS ON SHIPS

The Machinery Team of the Korean Register of Shipping released the present official Guidelines some years ago, namely in 2010. The world's traffic volume have drastically increased over the last several decades and it resulted in serious damages to the surrounding environment which was caused by invasive species contained in vessels' ballast water.

As a final result of almost fifteen years of negotiations held between all of the IMO members, the BWM was adopted in 2004. There are still many questions that are relating to the installation of the BWTS, i.e. treatment systems, on ships, raised by shipyards and ship owners as the effective date of the Convention in question is approaching. However, it shall be taken into account as necessary, that subject Convention will enter into force only after it has been adopted by not less than thirty IMO members with their combined fleet not less than thirty-five percent of the combined gross tonnage of the world's merchant shipping. KR outlined all reference information for the selection and installation of such treatment systems by vessel type.

These Guidelines shall be considered as interim ones and have been developed on the basis of the discussions by date. We do hope that the book would help the shipyard inspectors, ship owners and class surveyors in their day-to-day work.​

LR CODE ON NOISE LEVELS ON BOARD SHIPS (2014) AND GUIDANCE FOR SHIPOWNERS ON CONDUCTING NOISE SURVEYS

Here is the publication which was prepared by LR professional and officially by Lloyd's Register marine department; the team of authors combined the Code on Noise Levels on Board Ships in order to provide the owners of the vessels with the required technical guidance to follow during the noise surveys.

The Code itself, apart from the general information, contains the requirements to the measuring equipment and process of measurement, applicable noise exposure limits, insulation issues, hearing protection and warning information, reporting format, inclusion of noise issues in SMS, methods of attenuating noise, and simplified procedure for determining the exposure to noise.

The Guidance, in turn, provides readers with a quick review of the new for new noise legislation, assessment condition, noise assessment procedures, maximum levels of noise, insulation and reporting, all supplemented with a number of tables and figures. In fact, the number of publication addressing the noise level measurements, associated procedures and regulation, is not that huge so we would recommend this booklet to anyone involved in this process as well as to the owners, crew members, class and PSC inspectors.

LR — A GUIDE TO THE INVENTORY OF HAZARDOUS MATERIALS (IHM)

The present Guide was published by Lloyds Register this year. It includes valuable information on the EU Regulations on Ship Recycling and relevant Hong Kong Convention, as well as all requirements that apply to the initial approval for new construction and existing ships plus ones for maintaining the IHM, useful info on how to make the Inventory on board ships, in-service use, numerous common hazards and definitions.

Five appendices cover IMO list of hazards for all vessels, newbuildings and new installations, an example inventory of IHM, procedures for service suppliers approval, and suppliers and manufacturers information lists. The aim of the document is to provide necessary guidance on compiling the correct Inventory of Hazardous Materials (that was previously referred to as Green Passport) for submission to LR Class Society for review. The publication will be extended and updated in the future, as the technical knowledge of the subject develops; as a result, further info will be received from various regulatory bodies like IMO and included in this Guide.

In general, the Inventory shall comply with the Reg. 5 of the Hong Kong Convention and contain all potentially hazardous materials that are present in a vessel's structure, equipment and systems...

NWEA GUIDELINES FOR THE SAFE MANAGEMENT OF OFFSHORE SUPPLY AND RIG MOVE OPERATIONS

The originally declared objectives of the present guidelines were to help ensure and further improve the safety of the Supply and Rig moving operations commonly carried out in the NWEA, standing for the North West European Area and to provide comprehensive guidance on reducing or eliminating hazards and risks faced in the course of such operations.

The book starts with the list of signatories to this document, followed by other introductory info, including applicability of the guidelines, overview of the legislation, document control etc. Then the part of the book comes devoted to the responsibilities, both individual and general, while the next part covers the operations themselves, including those in port, voyage planning, weather, cargo handling and securing, vessel routing, instructions for safe sailing, relevant cargo documentation etc.

And the rest of the chapters address the bulk cargo operations including the overview of potential hazards, vessel and installation responsibilities and other matters, rig moving - planning, equipment, rig moving and towing operations, anchor handling etc., contractor management, risk management, avoidance of the collision-related risks, emergency situations, training and competency as well as the manning of the vessels involves, security provision in port and at the installation. There are numerous appendices with supplementary information required for the safe completion of the operations.

GUIDE TO PLANNING GAS TRIALS FOR LNG VESSELS

The present document is mainly intended to provide all members of the Organization with the guidelines of the requirements that are applicable to the testing the LNG cargo handling systems. The scope of the publication shall be considered applicable to the designs featuring established membranes, SPB and spherical tanks.

Note that the content shall not be extended to the prototypes and novel ship designs since they will most probably require some specific approach, for example additional testing. Moreover, this paper shall not be treated as a sort of operational procedures; it is rather an aid to preparation of a specification to be used during the gas trials. The authors have tried to address all items that have to be tested before the vessel is handed-over as well as the testing done after the delivery, at the time of loading of the first cargo.

The figures there in the text of the document are indicative and it would be better to refer to the shipbuilder's/manufacturer's recommendations for figures for the particular ship. It is assumed that the trials are done by the shipbuilder before delivery, which is actually the common practice. The trials themselves are conducted to confirm the correct operation of the handling systems...

SHIPS' ROUTEING 2015 EDITION

This latest official edition of the Ships Routeing shall supersede all previous editions of the book and includes all measures that have been officially adopted by IMO up to and including the 95th session of the MSC and 28th session of IMO Assembly. Eight sections of the publications, from A to H, cover the general provisions of the ships routeing, traffic separation schemes and inshore traffic zones, areas to be avoided, deep-water routes, other measures, associated rules and recommendations on navigation, adoption, designation and substitution of Archipelagic sea lanes, mandatory ship reporting systems, no anchoring areas and routeing systems.

The book starts with the introductory section defining the main objective of the document, procedures and responsibilities of the parties involved, design criteria, representation on the nautical charts, planning, etc. The Part B of the volume is arranged in several sections covering the Baltic Sea together with the adjacent waters, Western European waters, Mediterranean Sea, Black Sea, Indian Ocean and adjacent waters, South-East Asia, Pacific Coast of the North/South America, Australasia, Western North Atlantic Ocean, Mexican Gulf, Pacific Coast of Asia, Caribbean Sea, Eastern North Atlantic and South Atlantic Oceans...
